If you have no version 0000000 in your classification then no release strategy can be found when creating the PO, hence the PO is not under release process and can be received without any problem.
A receipt shouldn't be the problem at all, the release process shall prevent that you send an order to your vendor. If you do that regardless of an approval then you better switch this approval process off as it is useless anyway and just an alibi function
