Here's another method!!
Normally, User is allowed to do with work center data depends on the authorizations he has
been given in the user master record.
So, Kindly check your basis team for authorization(Activity Authorization) - inorder to
block/delete that work center .
(Activity Authorization - Allow the user to create,edit,display and delete work centers)
