You have downloaded incomplete setup of the CR4E.
Use Download Manager to ensure you are downloading the Setup Correctly.
You can configure it will take hardly some time : SAP Download Manager - Help | SAP Support Portal
Also this is a known issue so we are suggesting the direct resolution.
