• THE CODING PLACE FOR YOUR REQUIREMENT is the Implicit enhancement pointin the include  LIQS0F00  at  Line 4148  (program SAPLIQS0) .
• This point triggers when you click on the Task Complete flag.
• Now, if you want to have Radio-button popup then you need to create a screen and call it here.
• Otherwise, you can use fm  POPUP_TO_CONFIRM  which fits into your requirement.
• Then to add a Task, you have to use a suitable FM such as ALM_ME_ML_NOTIF_TASK.

So, this is possible.
