I am not sure about the sequence you followed, please try below 3 steps in sequence

1. Run report /UI2/INVALIDATE_GLOBAL_CACHES

2. Run report /UI5/APP_INDEX_CALCULATE

3. Launchpad is started with URL: /sap/bc/ui2/flp
